Quadra v3.0.14 Released!

The following issues were resolved in this Quadra release:
- Newly created Structures not available in the Lease module
- Update Lease module to employ user, group and subgroup security rights
- Update Lease module Find and View History grids to use the latest grid controls
- Remove project in the Facilities module causing an exception
